City Council

Establishment of staggered terms. Each Ward in the City shall have two Councilmembers who shall serve staggered terms of four years, as set forth below:

• At the regular 2025 municipal election, the qualified electors of the City shall elect two Councilmembers from each Ward. 

• The Councilmember from each Ward who obtains the greatest number of votes for the office of Councilmember in the 2025 regular municipal election shall serve for a term of four years. 

• At the regular municipal election and every two years thereafter, the qualified electors of the City shall elect one Councilmember from each Ward as the successors of the Councilmembers whose terms expire. 

Authority. The City Council shall constitute the legislative body of the City, shall have the power and authority, except as otherwise provided by statute, to exercise all power conferred upon or possessed by the City, and shall have the power and authority to adopt such laws, ordinances and resolutions as it shall deem proper in the exercise thereof.
